The OAC International certificate confirms completion of the Powerboat Sea Helmsman training, which follows UN Resolution 40 and ICC standards. This is a supplementary document and does not authorize independent navigation. It is valid only together with a license issued by a national maritime authority.

What do we offer?

The Powerboat Sea Helmsman by OAC International course is an advanced training program preparing participants for the examination certified by OAC International – Ocean Angels Certification. The program has been designed for individuals who wish to expand their competencies in operating motorboats in sea and coastal waters, taking into account international regulations and maritime safety standards. The training includes a wide range of theoretical knowledge and intensive practical classes in sea waters, including:

- maneuvering a vessel in sea conditions,

- in ports and in restricted visibility,
- conducting day and night navigation,
- principles of safety at sea,
- radio communication and voyage planning,
- practical application of international COLREG regulations.

The course has been developed based on training regulations and standards applicable in the countries of the European Union, the United Kingdom and selected maritime administrations worldwide. The OAC methodology combines the best elements of international independent non-governmental programs and national certification systems. The Powerboat Sea Helmsman training may be attended by a person who has reached the age of 18 and has met the certification requirements. The certificate is supplementary in nature and does not authorize independent operation of vessels. It is valid only when used together with a license or certificate issued by the maritime or national administration of a given country.

What are the differences between the documents?

The Powerboat Sea Helmsman by OAC International certificate is a document confirming advanced skills in operating motorboats in coastal waters, open seas and oceans within the coastal zone. Unlike national motorboat licenses, it has an international character and is recognized in many countries around the world. The OAC certificate differs significantly from national motorboat licenses. It is an international document recognized in many countries worldwide, confirming real practical skills and theoretical knowledge in the field of international regulations, safety, navigation and first aid. The Ocean Angels training methodology has been developed individually based on the best standards and experience of European and international governmental and non-governmental organizations. It combines elements of the methodologies of RYA (Royal Yachting Association), ISSA (International Sailing Schools Association), IYT (International Yacht Training), NauticEd (international competency certifications), ASA (American Sailing Association), as well as national administrations including maritime authorities, creating a coherent international certification system. Unlike many local courses, OAC International trainings focus on practical skills, real maneuvering scenarios and work in conditions close to real ones. Each certificate confirms knowledge consistent with the standards of UN Resolution 40 and ICC, making it recognizable and acknowledged within the international sailing community. However, it should be emphasized that the OAC International certificate is not a document authorizing independent operation of vessels. It is a supplementary document confirming competencies and sailing qualifications in the field of international knowledge and should be used together with an appropriate license or certificate issued by the relevant national authority. This document has the same level of recognition as certificates of other non-governmental organizations worldwide which do not have administrative authority to issue national licenses. It confirms completion of training in international regulations and competencies at the international level.

Course types and process

THE COURSE CAN TAKE PLACE IN TWO VARIANTS – YOU CHOOSE WHICH ONE


Hybrid Form

Step one:
After creating an account in our system and selecting the training, each candidate is required to complete the documents required by Ocean Angels in the system,
Step six: Depending on the organization or qualifications selected by the participant, it remains to submit an application for the document or wait for the document authorizing yacht operation or confirming the acquired knowledge and skills.

Step two: Each candidate is required to attend a cycle of three 2-hour online meetings with an OAC instructor. Meetings take place via commonly available video conferencing applications. If the candidate does not have such an application, the meeting takes place in a system provided by OAC.

Step three: E-learning training that must be completed after the online meetings with the OAC instructor. This stage is mandatory for every candidate and is a form of theoretical self-study classes that do not take place in the traditional form. 

Step four: In the final stage of theoretical training, the participant must complete a test to verify the knowledge acquired in the previous steps. Successfully passing the exam allows registration for on-site training which, depending on the purchased service, lasts from 5 hours to 16 hours (one to two days – depending on the number of participants and their level of preparation after the previous online e-learning training)

Step five: Completion of the on-site training entitles the candidate, depending on the qualifications*/certificates/licenses they are applying for, to take the exam**. Exams take place on the day the on-site course ends or on the following day after completion***.


On-site Form

Step one: After creating an account in our system and selecting the training, each candidate is required to complete the documents required by Ocean Angels in the system,

Step two: Each candidate should participate in a 30-minute online meeting with an OAC instructor. The meeting takes place via commonly available video conferencing applications. If the candidate does not have such an application, the meeting takes place in a system provided by OAC. The purpose of the meeting is to provide basic training materials and prepare the participant for full on-site training. The online meeting is not mandatory; however, the participant has access to training materials for self-study via e-learning.

Step three: Each candidate must participate in a 24-hour on-site training divided into two modules: theoretical and practical. Trainings take place in various locations across European Union countries in facilities designated by OAC.

Step four: Full participation in the on-site training entitles the candidate, depending on the qualifications*/certificates/licenses they are applying for, to take the exam**. Exams take place on the day the on-site course ends or on the following day after completion***.

Step five: Depending on the organization or qualifications selected by the participant, it remains to submit an application for the document or wait for the document authorizing yacht operation or confirming the acquired knowledge and skills.

* Each participant should pay particular attention to the training offer they have selected. Below is a description of the process for obtaining state licenses / certificates or permits.

  1. Obtaining the Motorboat Helmsman or Marine Motorboat Helmsman license issued by PZMiNW on behalf of the Minister of Sport and Tourism and the Minister of Transport, Construction and Maritime Economy (information link) requires passing an exam in the presence of an examiner from the Polish Motorboat and Water Skiing Association or an entity authorized by the Ministry of Sport and Tourism of the Republic of Poland. Exams are organized on the day the participant completes the practical/on-site training. After passing the exam and receiving the confirmation, you must submit the application and follow the instructions of the Polish Motorboat and Water Skiing Association  >Patent application< 
  1. Obtaining the ISSA International Sailing Schools Association certificate does not require additional exams; however, OAC conducts its own internal theoretical online exam available after the course.
  1. Obtaining the Motorboat Helmsman, Yacht Sailor, Sea Motorboat Skipper, Yacht Skipper and SRC Radio Operator certificates issued by IRSMA requires passing an internal exam organized by Ocean Angels on the day the participant completes the practical/on-site training. The exam required for the IRSMA license is a separate examination required by the International Recreation Sailing and Motorboat Association.

** Taking the exam is not mandatory; however, it is necessary to complete the process of obtaining the above licenses / certificates / permits.

*** Each participant who chooses the Motorboat Helmsman, Marine Motorboat Helmsman, Yacht Sailor or Yacht Master Coastal training – unless otherwise stated in the offer – is automatically registered with the authorized entity conducting the examination on behalf of the Minister of Sport and Tourism. For this purpose, in the "Your Documents" section please upload the required document (ID card or copy of ID) after anonymizing the document – instructions are available in the file Anonymization.PDF accessible in the system after selecting the training.

  3. Odbycie minimum 4 rejsów w łącznym czasie nie mniej niż 400 godzin żeglugi, w tym conajmniej 200 godzin żeglugi morskiej.
  4. Zdanie egzaminu teoretycznego online i praktycznego stacjonarnie
  5. Posiadanie uprawnień SRC

  2. Prowadzenia łodzi motorowych o długości kadłuba do 24 m po wodach morskich akwenów zamkniętych oraz wodach morskich otwartych i oceanach w strefie do 80 Mm
  3. Prowadzenia łodzi motorowych w zakresie działalności gospodarczej wyłącznie po wodach śródlądowych w porze dziennej do 15 osób na pokładzie w tym Sea Motorboat Skipper (konieczne uzyskanie "professional license L1")
  4. Prowadzenia łodzi motorowych w zakresie działalności gospodarczej po wodach morskich do 15 osób na pokładzie w tym Sea Motorboat Skipper (konieczne uzyskanie licencji "PLL2  - professional license Level 2")
